In November 2002, a law was established by the Governor James Onanefe Ibori that established Delta State Polytechnic, Otefe-Oghara. This project was a partnership between Westminster University in London and the Delta State Ministry of Education. This collaboration gave rise to the Delta State Higher Education Programme (DSHEP).

Entrance Criteria for Delta State Polytechnic Otefe-Oghara
The general prerequisites listed below have been approved for admission to the Polytechnic.
- Applicants who selected Delta State Polytechnic, Otefe-Oghara as their top-choice school during the Post-Unified Tertiary Matriculation Examination (UTME) Registration
- The Candidate must get at least the institutional cut-off mark or the minimal JAMB score for the programs they are applying for.

- The candidate must be at least 16 years old.
